That list is laughably out of date. It's full of chunks its so expired! Not even to mention it still shows the guild store (orange tokens) at 400 for 5 instead of the new rate of 450 for 5.
Even upon further investigation, it doesn't even show that Tie Fighter Pilot, Fives, FO Tie Fighter Pilot, and Clone Sergeant are avaliable in fleet shipments! This resource is TERRIBLY outdated, and I would not recommend it!

Is there a way to know the chance for a character to show up? I'm starting the last star for first order tie pilot and ever since I finished First order stormtrooper, I haven't seen him in the store.

There's no way to tell, but you will hear a lot of anecdotal evidence that when you get really close to finishing off a character they seemingly disappear from the shop.
It's pure cognitive bias that people think they disappear right when you need them. You're thinking about it more and desire it more and thus feel like it's been longer than it normally would be between seeing them. It's not even anecdotal evidence if the entire phenomenon can be explained by well-documented and proven cognitive biases.
As for FOST, I'm pretty sure he is hard node only. You can't get him in any shops. He has two light side missions and a dark side mission, so he's not as slow as most hard mode characters. That comes to about five shards a day with three missions at the average drop rate of one shard per three missions.

On the find screen for each character, they should have all the places they can appear, even if they're not there at the moment. They can grey it out to show whether shards are in that location right then. They already do this with events that can give shards. They should do it for the shops, too.

Well documented where, exactly? I haven't seen such documentation. And, while I generally agree that most instances of players thinking that shards are "disappearing" from stores are likely related to a combination of high-variable RNG and cognitive bias, I certainly haven't seen any actual proof of this phenomena on the forum.
I've counted and it seems when I get close to finishing things they do dissappear. Example when I was doing first order I was farming foto and fost at the same time. And buying fotp in fleet store. Normally I would get 4 showings in 7 days on fotp. The minute I finished fost it took 12 days for fotp to show up again. And then it would pop up once and be gone for 3 days. I see every store update throughout the day. Jes sayin

@Parableman what documentation? I’m not sure who’s doing studies on the psychological effects of shipment drops in swgoh. All I know is THE LAST FIVE DARN SHARDS OF FOTP WILL NOT DROP IN THE FLEET STORE
