Tie Silencer Speed gain bugged?

As said in title, when I was experimenting with the Tie Silencer I didn’t notice a change in his turn meter gain when taking damage or giving damage to a target locked enemy, has anyone else noticed this? It appears the unique is bugged and not granting the gain in turn meter

Oops that what I meant, I don’t really notice a change in speed.
