Palpatine’s zeta leadership not working as intended

I noticed that when the debuffs expire gives only 5% tm total...is that wai or bug? Because if I read the zeta lead ability correctly it should give 5% per debuff " expired" https://m.youtube.com/watch?v=eCroY4BcF2k

You should report this in Answers HQ which the link is on the main screen near the Bug Archive. This is going to get moved anyway.
