Hidden ability requirement

I've just got to level 50, and my first port of call was to get Ima-Gun Di to 50 to level his leader skill to 5 for the extra 10% counter chance. This was the requirement stated prior to me levelling him. Now I have, the button remains blocked out even though I have the mats required. Any ideas? Is it tied to gear level? Hope not. He's at 6 and 7 seems such a grind lol.

Have you tried swiping down on the requirements? Tier III ability mat requirements arent exactly obvious.

Well, I have to say you may or may not be absolutely correct. I'll just add though that now I feel foolish.
