The current observed AI priority for the targeted ally of this ability is lowest health/protection > debuffs > turn meter. This is fundamentally flawed, which can be observed when Thrawn ignores Shoretooper when he is ability blocked and dazed, but the AI decides to use Grand Admiral's Command on Emperor Palpatine or Director Krennic who have no debuffs, almost full turn meter, but the lowest health/protection (even if both are completely full). The correct AI priority should be debuffs > lowest health/protection > turn meter.
