No he's meaning to make it so it's more likely to be able to go 4/6 on platoons in all phases instead of now when for lots of f2p guilds you go 6/6 in the first 3 when it's much less important and then in phases 4-6 especially in ds tb it can be common to only go 0-2/6 because of all the p2p toons.
This is similar to how platoons worked when tb first came out and I preferred it that way as well.
