Is the game stuttering/freezing/taking a long time for anyone else?

I've got an issue where sometimes when I click on a button, the button lights up to show it's been pressed but then nothing happens for several seconds - sometimes up to half a minute or even more. It can take ages to open the game chat, the Rancor Raid is slowed to a crawl and I don't dare try a timed Arena match right now.
I've tried restarting the game but the same thing is happening again.

Is anyone else experiencing this?

Yes, this past week has been laggy, sometimes you cannot click on anything, and there is stuttering.
