It's a potency vs tenacity issue. I've never seen any turn meter removal that doesn't have the "Can not be resisted" clause on it ever actually succeed. Even in the lower tiers
So STHAN has a chance to remove TM yet removes TM but stormtrooper removes 10%TM but gets resisted 100%??
STHan does not remove TM, he adds to his teammates’. That is why it works so well, there’s no tenacity challenge like you could have with Poe for instance.
Yes it is resisted, every time. All raid bosses have a lot of potencytenacity. New raid have stacking potencytenacity on damage, so they are even more effective at resisting any debuff/TMR.

Yea, you meant stacking Tenacity. But that’s exactly what we mean by ST Han is not removing TM from the bosses, Han can remove TM from the side adds but it’s being resisted by the stacking Tenacity on bosses.
