Why can't you Raids use, say, 40K for %health effects and go with that? (~40K is the highest I could find. Could tune it a bit. )
That way percent effects do consistent damage across raids and everything is simple and you don't get weirdly different results between raids and arena. (Percentages already do hilariously small amounts of damage in the pit. Rex practically does more damage with his basic than his special).
Seems like a simple way to go me.

If you pick a number that would make sense in the HAAT will be a drop in the bucket on the sith raid and a cannon in the pit. so thats not really a solution either.
