Luke, Biggs, or Resitance fighter

I have Luke at four stars and I like him, but he seems to pack less of a punch than he used to. He's decent to farm but I could soon farm Biggs, resistance fighter or even i88 and promote them faster. Any opinions?

I have obi and Sidious and I'm thinking due to i88a ability to hit hard if the other team has status affects could end up being pretty nice
