Was Ezra nerfed?

Hiya Holotable Heroes,

Quick question about Ezra. His unique grants him 10% stacking offense at the end of his turn, up to a maximum of 40%. I don’t seem to recall this cap of 40% when I first leveled and geared him. Is this a semi-recent change, or did my memory wet the bed?
