Palpatine zeta question

In palpatine's zeta leader ability It says when debuffs expire something happens. I just wanted to know if by expire in means the timer ends or if dispelling it counts. I assume that it means the timer but I wanted to make sure

Both that's why Vader culling blade is so good, early game tm for team. And it's something good against dumb cleansers like baldy and kenobi

Expiring = timer ends, removed, and dispelled.

Edit: we, yeah, cleansing is what I meant, as stated above. I’m pretty sure that counts too.
