Why is there no PM function in game?

I'm wondering what the rationale is behind not allowing players to send each other private messages in the game? Not even Guild Officers?
It would make certain guild functions a lot easier if the Officers could PM certain members - or even all members - rather than having to rely on constantly spamming the chat with the same message to make sure the intended recipient sees it. Or even spamming it multiple times to make sure all members see it. etc.

The communication is pretty minimal. This is meant to be basic and enough for most to get by, but once they want more its also enough to help them get that going on a 3rd party app.

This is "by design", why put the resources to make something that already exists and is done better than they would be able to. "Dont try to out Amazon, Amazon." as they saying goes.

That being said, they may have intentions on some basic improvements there but its probably not a high priority. Also by not having it they are keeping closed the can of worms that could lead to player to player abuse.

But it's not enough for most to get by.
Whenever we have a rules change on any of our Raids or anything else to do with the running of the Guild, we have to spam the message a dozen times and even then most people miss it for the next few Raids.

And people don't want to have to have yet another App on their phone - particularly if this App is only there to talk to people who they should be able to communicate with all ready. Most casual players won't bother downloading it. Particularly if they leave their old guild and join a new one only to discover the new one is using a different App for communication and so they now have to uninstall the old one and then download a new one and then sign up and agree to another 80.000 words of terms and conditions, etc.

Besides, consider the following example ...
We have a player in our guild right now who in the last Territory Battle committed three Rogue Actions. We don't want to have to kick him immediately, we want to give him a warning and ask him not to do it again. If he does, then we will kick him. So we have to make sure he sees that message.
We've spammed it in chat 3 times so far but according to his Last Activity log, he hasn't been online for over a day now. So do we keep spamming it? Seems a bit ridiculous.
And if he's the sort of player who atm is comfortable doing three Rogue Actions, he's not going to download a third party App just for guild communication.
But currently we are unable to find a way of communicating with him effectively.

A simple in game PM system would be perfect.
  • I am a guild leader with the same sorts of issues. I hate booting people when I don't know if they have seen the messaging or not, but we have to maintain control somehow. Quite honestly just allowing guild leaders and officers to PM members of their own guild only would be a huge improvement. It would allow targeted messaging, very limited opportunity for abuse, and make managing a guild massively easier.
