Thrawn's Leadership Zeta

Thrawn's zeta on his leadership states that an Empire ally recovers 2% Protection whenever they gain or lose a status effect.
I'm just wondering will they still recover protection if they currently have an anti heal debuff or at the moment they get the anti heal debuff.
Anyone knows?

They don't with recover prot when having heal immunity. The second part I'm not sure about, but I kinda doubt it.
