So wait...does that mean we are back to a 99% hits 100% at the same time as an 80% hits 100% from some sort of ability function, and it's a total dice roll as to who goes first instead of the 99% going first because that toon got to 100% first?

We aren't "back to", the change was never brought in. But yeah, the coin flip/dice roll of who goes first sucks.
