Phoenix leaders

In the show, Sabine, Ezra, and Kanan were all placed in charge of different missions at different times. Would be nice to have other pnx characters with leader abilities that all did different things. Kanan increase defense, but reduce speed. Sabine increase dodge. Ezra something about unexpected allies (maybe let the Phoenix unique ability share extend to scoundrels and maul) (especially if we are getting old man maul as a new character for the new solo movie)

Rework Ahsoka Fulcrum! Give her the Phx tag and a leader ability.

Yeah good thing the devs said they were happy with where the Phoenix squad was at and don't intend to rework them anytime soon
