Veteran Han And Chewbacca Shard Packs

Why is it that there are only bundle packs and not separate ones to buy for these characters? I'm lacking only veteran Chewbacca Shards and can't justify spending £25 for half of it to go to waste. Usually there are separate character packs so why can't there be for the vets? They have the worst drop rate ever

The return packs for them are the combine. Others have been this way too when they are released together.

Both statements are wrong.

A. Drop rates are in the low thirties just like any other cantina character.
B. Usually there's only this pack with 50 shards for each of the two. Nothing changed, nothing unusual here. You could have made a better farming plan.
