Capital Ship Speed - Who goes first?

Both my Tarkin, and my opponent's Tarkin, have the max speed possible (171, I checked). I've only done 6 battles (though I feel like that's a big enough sample size), but so far, in all 6 fights, his Tarkin gets the first move (and no, I'm not hitting the TIE Fighter).
Does AI always get the first move, or am I the unluckiest person alive? (both are equally plausible). If it's the former, that would have been a nice thing to announce (along with how the heck AI ship reinforcements work).

If multiple ships all have 100% TM, then the turn order is decided randomly. First turn your ship could go first, and next turn the opponent's ship could go first. Or the same ship could go first both turns.
