Why does palp with less potency land every debuff every attack

How come I can fight a team with less potency and tenacity than mine and in particular less potency on Palpatine, yet he stuns my entire team twice and never misses a shock and i never land one stun and get one stun in 2 matches. Whats the point of having high potency if it makes my team do worse?

Track your data and you will see it's not every time. Tenacity is basically nothing with palp lead. So everyone is pushing at the 15% base. The rest is RNG.
