Update: after reading this thread I figured I'd give the 6* challenge another go. And after two attempts, SUCCESS! Lost Ghost after all of their opening turns, only reinforced once myself.
RNG is very true. Mace did not reinforce once the entire time. He just kept spamming his basic laser volley. Targeted Phantom first, then target locked the Arc to get Biggs taunting. Just whittled the other two away.
Totally random because every other time I've tried it, Mace reinforces every other turn and I'm stuck 2 or 3 on 5.

(By maxed I mean based on pilot gear and ship level at the time...)
HO - 70 w 2 abilities at LVL 2, Ackbar 7*/78/G8
Biggs X-wing - 85/7*/maxed, Biggs 7*/78/G8+5
Ahsoka Starfighter - 84/7*/maxed, Ahsoka 7*/78/G8+5
Ghost - 80/5*/maxed, All three 7*/85/G8
Reinforcements:
Cassian - 78/7*/maxed, all three useless, not anywhere near maxed, Jyn G7 and that's it.
Phantom II - 78/5*/maxed, 85/G9 Ezra, 85/G8 Chopper, 45/G6 Sabine
JC - 64/5*/maxed, pilot 5*/55/G8
