Requirements for joining a raid
My guild leader said that the raid requirements are set by the game and not by him, is this true?

Well if they launch a tier 7 raid you need 7 star characters to join. Thats set by the game.
Your guild leader chooses what raids are launched. Your guild leader could choose a lower tier raid to launch but the rewards for lower tier raids are so much worse that half of a guild would rightfully leave if the leadership went from heroic raids to tier 4.
