Vader ship

Vader ship has some very cool power when he enters a battle. But it seems to work only when he enters a battle as a reinforcement. Why it does not apply when he is part of the 3 starting ship at the beginning of a battle (not a reinforcement) ?

That's working as intended. You have to balance whether or not you want to have the ship as a reinforcement or starting.
