Seeking clarification on Timezone change policy

My interpretation of the forum post is that it is for people greater than 4 hours difference can apply for a server time reset. My server is UTC+1 I live in UTC+10, a difference of 9 hours. When I contacted EA Help to get a change they told me they can only change less than 4 hours. Am I reading this post all wrong or is CG not talking to EA on this one?
