Party buffs...?

I'm probably stupid for not knowing this by now but how do party buffs work for for the individual them self. Example: Luke Skywalker can upgrade his party buff for tenacity, but if he's not party lead does it effect the tenacity for himself? Or is every party buff only take effect when they are party lead. Plz elaborate anyone
