Did you use or deploy your empire that are greyed out there?
You dont seem to have 5 empire available.
They had to revert the fix they out in because it was causing other issues. But that fix was to correct the visual that you could do it when you didnt meet the requirements.
I had more, but are lower gear/Stars but still met the requirements (like IPD that which is 6*) not sure why are below of the used/deployed toons, as you can see on the "battle" button, it says 4/4, which means that I have at least 4 when you're only seeing 3
