Chimaera strategic dominance not working as intended?

This has been driving me nuts. I've been seeing this everyday for I don't know how long (but long enough)
I don't think this is working as intended
I use it, and the enemy capital ship is able to call in reinforcement and use other abilities
Shouldn't this be increasing their cooldown by 1?

Ghost is correct. It isn't an irresistible effect.
