Join heroic with 5* toons?

I've got a question. Does anyone know if I start a heroic raid, can my 5* guild mates join by hitting the "join" button, even though they won't be able to do any attacks since they don't have 7* toons. I don't want to waste the tickets, if they can't join and get rewards.
