My question is, what is considered "expiring"?

That means whether it drops off after it finishes the turns it is on, or if it gets cleansed. So, if you have Thrawn do his cleansing ability on another team member, that means those debuffs all expired and every member of the EP team that's Sith or Empire get 5% TM for EACH debuff that is no longer on one of your characters.
