Is jango's lead ability working?

I decided to try BH in arena and either lead ability is not working or I'm missing something.
I got my jango's abilities all maxed out, plus 2Zeta.
Gear 11 4star
Base speed 158 +100 from mods 258
Isn't it supposed to get another 30speed from the lead ability?
So it has to be 288
I played 2 battles against a bb8 259 speed and the other 260speed. Different battles. Isn't it supposed that my jango and the rest of my team get +30speed?
Then why I always start second?
Then I tried against a Palpatine team.
"Enemies that are burning cannot gain bonus turn meter" also in lead ability.
Doesn't seem to work either on palpatine teams.

Do I miss something?

BB8 gets 259 Speed plus bonus turn meter built into it’s kit... you could run a different 288 speed team and not go first. Not sure about Palpatine speed.

Bb8 give preTM to any droids, including himself. So it starts earlier...
