Sion's Torment (Possible Issue)

Hey everyone. I wanted to check to see if Torment is working correctly or if I need to report it as a bug. But when an enemy has the Retribution, and Sion cleanses it with Torment, they're still counter attacking Sion. However, when anyone else uses a cleansing ability that removes Retribution (Nihilus and Embo's basic attack, Deathtrooper's Death Trooper Grenade, etc) the enemy doesn't counter attack.

Is Torment working correctly, or is this a bug that needs to be reported?
