The game is allowing to do combat missions on previous phases. WAI or Bug?

On phase 5 of current LS TB my guild got 3 - 2 - 3 stars on the territories. We realized that we can use the leftover squads from phase 6 to make the combat missions from the phase 5 territory that we got 2 stars.

Is it working as intended or a bug??
