Among the characters there is a filter under Dark Side for Neutral but “no characters match that filter”
When will a character show up?
Is that a private joke or something else?

We don't know. They added it because they wanted one of the recent droids to be neutral, but it broke some stuff. So they made the droid light side, and did the work to allow for neutral in the future.

Probably just to mark the one year anniversary of the NS rework.

I reckon some characters like Qira should be re-tagged to be Neutral. same with most scoundrels that weren't obviously one or the other. I reckon Lando could fit that as well
