Is Chewbacca's AoE working as intended?

The description says "Dispel all buffs on all enemies, then deal physical damage to all enemies."

From this, I expect the dispel to come before the damage, meaning any foresight should be dispelled before damage is dealt. However, if the enemy has foresight, they dodge Chewy's attack. Is this working as intended? Thanks.

Devs said the that foresight dodges the entire attack. Look through the kit reveal thread

Dispel itself can be evaded unless otherwise specified. So what you guys have seen in the Game Changer footage is correct. Enemies with Foresight will dodge the attack and Foresight will expire. If the attack is not evaded by normal means, enemies will have their buffs removed before the damage calculation.
