As a new player I have noticed the data card packages are a waste of money. You have better odds in Vegas. I have purchased a couple of $20 packages and ended up with a handful of shards. My advice is save your money and farm shards.

They now at least publish the probabilities. If you click on the description of any pack, there is a link to "pack probabilities" near the top. You can then see the table of odds for each drop.

Yup, the stated range is deceitful because the results are weighted heavily to the low end of the range. I don't have a problem with loot boxes per se but this is complete b/s.
