What determines whether or not Breach from Hounds Tooth or Buff Immunity from Tie Fighter actually sticks? I would say Breach is sticking about 10% of the time and buff immunity is 50/50. What do I need to increase to have Hounds Tooth's breach stick more often?

If the effect is produced it goes through the usual tenacity/potency check.

With Tie Advanced on your team target locked enemies have reduced tenacity.

Potency of your own ships increases with ship power.
