This zeta says it reduces enemies armor by -50% up on attacking. Many units that I fight dont have 50% armor. So my question is, does this zeta inflict minus armor during the attack inflicting extra damage?

It halves their armor. So if Baze has 492 armor, he will only have 246 armor when you attack him with whirlwind zeta.
