Aayla stun question

Ayala doesn’t seem to be stunning toons that have tenacity up. Her kit says the stun is based on critically hitting a target. I think the game is during a potency/ tenacity up check?? If the stun happens. The question is as her kit says it’s tied to critically hiting target therefore it should go through tenacity up.

Everything goes through a Tenacity/Potency check unless stated that it cannot be resisted or the target is immune to the debuff/negative effect in question.

*Except tenacity down, which cannot be resisted, but does not say that in any description.

Tenacity up states that "unit will resist all debuffs", and Ayala's stun can be resisted
