Yo, empire is required for a combat mission and a special mission. Why the heck are there always so many required for platoons? I understand there is a good amount of empire characters but still, lighten that load man.

It pushes guilds to distribute the load amongst the members when filling platoons. A nice challenge.

By phase 6 you might as well forget about platoons. Unless you're in a very competitive guild you won't fill platoons and be able to beat all missions at the same time. Just keep in mind there is a very wide range of guild sizes and they need to challenge all of them. Your goal shouldn't be to complete everything, but to improve over time.
