So, I've recently gotten a couple of mods that should have upgraded BB8 and Scavenger Rey in both speed and damage out put specifically but have noticed that the faster my JTR team is the less damage they are producing. Anyone else have or notice this? Turn order hasn't been affected but it seems like I can't genetate as much overall damage in P1 of heroic.

But it’s probably more just a case of a string of bad Expose RNG. Between all the TM gain you get there, and the insane speeds DN will achieve inbetween turns from the number of hits you can get on him between turns with Rey and expose/specials constantly chipping away at his turn meter bar you really shouldn’t hardly be able to tell a minor increase in speed after the first turn.
Why is that? R2, Trooper, BB8, and Scavenger never use basics. The only time they "use basic attacks" is when you call one of them with RJT's assist (or you call BB8 and his RWTP zeta calls an ally). RJT only uses a basic attack every third action or so. The number of basics should still be fairly low.
Scav should never have to use her basic.
The only situation where the cooldown on specials doesn't happen is if they're already debuffed. So for instance, if JTR has defense down and she uses one special, you won't get the extra cooldown on the other special. But between her unique zeta and R2's combat analysis this doesn't happen often. It's much more of a problem against Sion (either P2 or P4) because of pain.
In that case, you will get into more situations where she has to use her basic, and thus will get debuffed, and the cycle will repeat.
