I was trying for the first time to use Nihilus in galactic war for the purpose of an istakill on an unbeatable squad. I put him in a sith team, cooled down annihilate to 2, and went to the next battle where it set back to 8. Is it supposed to do this in Galactic War? While it starts on cooldown other characters have their abilities not cool down battle to battle, so would it make sense to let Nihilus cool down outside the battle he uses it?

This is WAI because the description says the ability "starts on cooldown." I believe the same thing happens with bb8 illuminated destiny.

Yep nihlus has been like that since release..same principle as ventress and her rampage

It's set up that way for exactly that reason: so you can't pre-load an insta-kill. Unfortunate, but it's WAI.
