Rank 4 Abilities

Been spamming Squad Battles and leveled a character ability to 3, but despite having all the prereqs it won't allow me to. Explanation?

Doesn't have a level prereq displayed, have all the materials, is there something I'm missing?

What level are you? Pretty sure Level 4 skills require character level 38.

Otherwise if you meet the level requirement and definitely have all the required materials (Mk 1, 2, & 3) then it could be a bug that you'll need to report.
