Tactical Maneuvering

In AAT raid, Grievous should get Tactical Maneuvering when he gets 7th time damage.... but i have seen a lot lately that he gets it earlier, sometimes at 3rd time. Is that normal or do i miss something? Especially when i go with Jedies

You must counter all hits.
Assist, CounterAttack, BonusAttack

I had this issue for a while until I realized I was using Thrawn and Fracture hits 4 times.
