I wish that if time ran out, the victory would go to the team that had the most toons standing at the end.

The problem with that is then you could just kill 1 guy and wait for the match to end for a win. I was also having trouble with timeouts but then I switched to ANH rebels w/ Chewie and 3P0, now all my matches are done in about a minute. I agree that draws are super frustrating though. Even though I no longer have any trouble with timeouts I would still support a 6x animation speed option.
In the meantime, my suggestion would be to switch to rebels in arena.

Draws are perfectly fine. They don't influence the defending player in any way, it is the same as if they have won. And if you can't take a team down in 5 minutes, they deserve the win, no matter if there are 1 or 5 characters standing.
