regarding this:

Which mechanic makes talia get full tm when healed to 100%, I can't seem to find it?

The turn takes place and you make an action to heal talia to 100% (whether that be using her basic or another nightsister's heal).

After that action is made and talia is healed, all nightsisters then take damage according to bonds of weakness. This drops talia below 100% health, which causes her to gain 50% TM under Asajj zeta lead.
