Ingame chat glitchy?

Has anyone else noticed the ingame chat acting odd for the last couple hours ? Ie type a comment in, hit submit and it pops up an error screen , and delays posting leading to multiple identical posts,

Several of us are having this happen, and even closing and restarting hasn’t changed anything. On a fresh restart you can post a couple times, then it starts again.

As an aside, if doing arena or a raid and a new message pops up, the game gets really laggy until you open and close chat.
