Heroes of Legend Packs Not Showing Up in Store

The forums say I should be able to purchase the Heroes of Legends packs at level 20+. I'm level 60 and they're still not appearing in the store. These are the Revan event packs, featuring the OR characters. They appear on my alt account but not my main. And, no, I didn't buy them already. Is anyone else missing the packs in the store?
