Changing arena squads.

I was wondering why it is not possible to change arena squads without starting a battle.
Is there a theory behind it? Would it break the arenas?

People would get to the top with the best offensive teams and then while they secured their spot - put the best timeout team that is impossible to beat because of 5 min clock (using them on offence wouldn't work because they would timeout there aswell).
