Countering OGMF

I’ve noticed that if the millenium falcon has outmaneuver that it can’t be countered, even if retribution is on the ship it’s attacking and the falcon is the only ship left on the opposing team. If it is the only ship remaining shouldn’t it be able to be targeted and therefore countered?
