Why haven't I gotten the palpatine portrait?

I did tier III Palpatine before portraits where added, how do I get it?

Keep in mind this is tier 3 of the Palpatine Mythic event, as in the one that appears after getting 7* Palpatine. Did you complete the last tier of this event after potraits were introduced?
