Buying Data Cards

I bought data cards but if someone is close to being promoted then I get the same person I lose shards...... I would love the shards I am owed on this game since I spent money..... Can I put in a ticket for them..... Or is this a working as intended thing

That shouldn't happen. Didnt have that before, you sure you can't promote the character or isnt it already?
